Ministers are reviewing universities' reliance on foreign income from countries such as China, amid fears that they have become vulnerable to political "coercion".

Oliver Dowden, the deputy prime minister, said the government was increasingly concerned that the higher education sector was a gap in the national security armour.

He said he had called a meeting of vice-chancellors to discuss the concerns, and in the coming weeks would announce action to protect potentially sensitive research.

Dowden made the comments in a speech to the Chatham House think tank, where he also announced plans to ban the export of vital artificial intelligence capabilities because of security fears about the use of such technology by countries such as China.
