The Biden administration voted against a United Nations Security Council resolution that aimed to extend full member status to a Palestinian state Thursday. The final vote was 12 in favor, one against, with two countries — the United Kingdom and Switzerland — abstaining.

If the resolution had been approved by the council, the issue would have then gone to the U.N. General Assembly, where two-thirds of the 193 member countries would have had to agree. Robert Wood, the alternate American representative to the United Nations, said after the vote that "the United States continues to strongly support a two state solution."

A Hezbollah attack injured 18 Israeli soldiers Wednesday after Israeli strikes killed three members of the militant group a day earlier. Cross-border attacks and Israeli strikes deeper into Lebanon have heightened fears of a broader conflict during the Israel-Gaza war.

The United States and its allies announced new sanctions on Iran. President Biden said the measures would hold Tehran responsible for the weekend's attacks on Israel. The administration's actions are meant to "degrade and disrupt" the Iranian drone program, Treasury Secretary Janet L. Yellen said.

The Biden administration said it plans to push the Israeli government for a full investigation into a U.N. report alleging that detainees in Gaza were abused by Israel Defense Forces personnel, including "severe physical beatings and treatment akin to waterboarding" and attacks by dogs.

At least 33,970 people have been killed and 76,770 injured in Gaza since the war began, according to the Gaza Health Ministry, which does not distinguish between civilians and combatants but says the majority of the dead are women and children.

Israel estimates that about 1,200 people were killed in Hamas's Oct. 7 attack, including more than 300 soldiers, and says 260 soldiers have been killed since its military operation in Gaza began.
