Al-Qassam says the operation came in response to the Israeli massacres against the Palestinian people of Gaza and the occupied West Bank. According to the media, Israeli authorities in Kiryat Shmona urged settlers to immediately head to shelters and fortified areas. In a related context, Israeli media reported that the former head of the Shin Bet, Yaakov Peri, warned that several fronts opened against "Israel" pose a problem for the latter amid internal political division and government instability. In an interview with the Israeli newspaper Maariv, Peri said that "Israel" is engaged in fighting on multiple fronts, adding that it will not be able to find a solution or decision any time soon on any of them.
