Jackson County Legislator Manny Abarca has submitted two ordinances for countywide parks sale tax increases that only include funding for the Kansas City Chiefs. Both ordinances call for special elections to be held on Nov. 5, 2024. Both also call for a countywide parks sales tax, with one of the ordinances including a 3/16ths of one percent increase for over 30 years and the other a 3/8ths of one percent increase over a 40-year period. Since Question 1 failed, Abarca has questioned Jackson County Executive Frank White about negotiations with both teams during multiple meetings. White says he has not communicated with either team at those meetings. "I refuse to wait for the teams to go somewhere else, so I have submitted two pieces of legislation for Chiefs-only ballot options," Abarca said on X. "We have 'thawed out.' It's time to get to work again!" The move comes after the State of Kansas initiated a process that would offer a STAR bonds proposal for the Chiefs and Royals to move across state lines. Neither team has announced anything regarding a move or timeline for a move since Question 1 failed.Abarca requested a May 13 meeting date to discuss the options. Executive says November election violates state lawJackson County Executive Frank White said in a statement a November election would violate state law, saying in part: "Over $1 million of taxpayer money was squandered on an unnecessary election — an amount I had hoped would be the most expensive lesson ever learned by those who championed it. As long as Legislator Abarca continues to mislead the public, ignore legal restrictions and favor the interests of the affluent and influential over those who elected him, he poses a risk to our community. The law is explicit: no proposal for a parks sales tax can be resubmitted to voters within 12 months of its previous rejection. JACKSON COUNTY, Mo. —

"We have 'thawed out.' It's time to get to work again!"

The move comes after the State of Kansas initiated a process that would offer a STAR bonds proposal for the Chiefs and Royals to move across state lines.

Neither team has announced anything regarding a move or timeline for a move since Question 1 failed.

Abarca requested a May 13 meeting date to discuss the options.

Executive says November election violates state law

Jackson County Executive Frank White said in a statement a November election would violate state law, saying in part:

"Over $1 million of taxpayer money was squandered on an unnecessary election — an amount I had hoped would be the most expensive lesson ever learned by those who championed it. Yet, it appears that Legislator Abarca remains undeterred and unconcerned about wasting more taxpayer dollars.

"It is evident that the games have not ended. This statute is designed to respect the voter's decision and ensure responsible governance, but it seems to be ignored."

Abarca says he believes his "Chiefs-only" proposal is different than Question 1, which included both teams.

He is also encouraging county officials to ask Missouri Secretary of State Jay Ashcroft for a legal opinion.

For four weeks now I have waited for @JCEFrankWhite to pick up the fumble, and run for the end-zone. When asked in 3 meetings for a plan, he suggested waiting was the best method.

Waiting for what, he said, "the right time".
